First black female Tshwane chief of police ‘unqualified’, says ANC
It is alleged that Lieutenant-General Johanna Nkomo is not qualified to wear the full uniform and cannot address parades.

The ANC has alleged that Lieutenant-General Johanna Nkomo was “unqualified” to hold the position of Tshwane’s new metro police chief, reports Pretoria East Rekord.
Tshwane regional head of communications Bafuze Yabo said: “She was appointed by the corrupt DA administration, despite her lack of the requisite qualification and skills for the position of the chief of police in the city of Tshwane.”

Yabo said it was a requirement of law and council policy that a chief of police have a traffic management diploma.
“Nkomo cannot wear the full metro police uniform and cannot address any parade due to her lack of the relevant qualifications.”
Yabo alleged that at a council sitting of October 26 2016, Nkomo was offered the position of chief of police on condition that she received a waiver from the national commissioner of police.
He said this was a result of not meeting the appointment requirements.
“It seems… she has now started training at TMPD training academy part-time with her juniors and new metro police cadets.”
Tshwane city manager Moeketsi Mosola told Pretoria East Rekord that Nkomo was in fact appointed in terms of regulations for municipal police services.
“At a time of appointment, she was not registered as a traffic officer. However, as a normal process, a waiver was applied for and approval was granted by a relevant executive authority,” Mosola said.
He said Nkomo was employed procedurally and with full compliance to the relevant legislation and regulations.
“The waiver is valid until 31 December 2019.”
Yabo furthermore has alleged that Nkomo had been absent from work “on many occasions due to poor health”.
“We now suspect that she might have failed to disclose her health at the time of her engagement with the city and earns a salary of almost R1.8 million yearly.”
Yabo said with Nkomo being absent from work, and her deputy having taken early retirement due to poor health, the department was now “leaderless”.
He also alleged nepotism in Nkomo’s appointment.
“It is strongly suspected that she is related to the former mayor Solly ‘Posterboy of corruption’ Msimanga.”
Yabo said the ANC wanted Nkomo suspended or “we will instantly go to law enforcement agencies, including the office of the public protector”.
The ANC has given the metro until today to respond.
The Tshwane metro was yet to respond to the remaining allegations.
