Council proposes development scheme amendment for Clairwood

eThekwini Municipality has proposed a development scheme amendment for Clairwood, with the final decision expected from the council meeting.

THE eThekwini Municipality has proposed a development scheme amendment in the Clairwood area following a recent meeting of the economic development and planning committee.

In the report issued by the committee, the committee discussed a scheme amendment to create a 174-hectare precinct that will balance logistics and mixed-use development, including supporting social, cultural, and heritage land use. This proposal is supported by a master plan for Clairwood.

The plan will support the municipality’s role as a regional economic gateway and align with the City’s 2030 spatial vision.

eThekwini Municipality said in a statement, “The purpose of the amendment is to guide future development of the area, at the same time providing certainty to residents, businesses, and the municipality. This will help bring greater structure, clarity, and long-term sustainability of the area in its role as it relates to Durban as a port city.”

The municipality emphasised that the amendment is not a rezoning.

“Schools, heritage sites, and cultural centres will be preserved and respected throughout the implementation of the scheme,” the statement read.

Earlier this year, the municipality started the consultation process on the amendment to the Land Use Scheme in the Clairwood area to Special Zone 40: Logistics.

Members of the Clairwood Ratepayers and Residents Association (CRRA), Ravin Brijlal, Rishi Singh and Desmond D’sa, have been vocal about opposing rezoning of the area and urged community members to express their views.

This proposal sparked community outrage with the CRRA calling for an immediate halt to the rezoning of the area.

The association threatened to withhold their municipal rates payments and instead deposit the funds into a trust account until the municipality reverses its decision on the proposed development of the Clairwood Logistic Park.
