New FTLM leadership ready to deliver

BURGERSFORT – There have been significant changes in the political and administrative leadership of the Fetakgomo Tubatse Local Municipality (FTLM).

This was revealed during a strategic planning meeting held at Lapeng Lodge last Wednesday.

Head of communications, Ngoato Rachidi confirmed the appointment of former Speaker and chairman of FTLM council, Tlakale Naume Phala as the new mayor.

“Phala has been elected anonymously as the new mayor with effect from January 24. His appointment comes months after the resignation of Johannes Phokane following the controversial VBS Mutual Bank investment. This effectively means that the position of the Speaker is vacant in the council structure.”

Speaking to the media for the first time since her appointment, Phala said in terms of administrative leadership council has suspended the municipal manager, Nontotuku Patience Busane due to the VBS investment which hampered service delivery and for having contravened all treasury regulations.

“The Limpopo Provincial Government has resolved to place our municipality on Section 139 1(b) and seconded Maureen Judith Ntshudisane as municipal manager (MM) and Sasa Mulenga as CFO.”

She said the leadership of FTLM has embarked on a process to review their current strategic framework to pave a new way forward for the municipality.

“The purpose of the strategic session was to reposition FTLM in order to maximise the efficiency, effectiveness and impact of the municipal council both within the municipality as well as in Limpopo.

She added that a detailed cost containment measure based on the circular number 82 of the National Treasury aimed to reduce travelling, overtime for employees (preapproval should be made four days before), the hiring of venues for meetings, engagements with consultants, catering, presence usage of water and electricity, telephone capped and data usage.

“The mid-year performance report stood at 48 per cent which is a decline of the previous mid-year in 2017/18 due to financial constraints like the purchasing of a new landfill site and the construction of Praktiseer licensing office.”

On acceleration of services, Phala said they are continuing to engage the Department of Health regarding the conversion of Nchabeleng Health Centre into a hospital.

“It is anticipated that this will promote the health status of the population as a fundamental human right and will curb travelling long distances.”

She said the South African National Roads Agency has committed to widen the R37 with effect from April 1 from Dilokong Hospital to Burgersfort aimed to reduce traffic flow.

Phala concluded by revealing that plans to construct Apel SAPS offices (Masenkaneng) into a fully fledged police stations is at advance stage.
