DA demands illegally appointed FTLM director to be expelled

BURGERSFORT – The DA in Tubatse want suspended director of corporate affairs at the Fetakgomo Tubatse Local Municipality (FTLM), Mafori Isaac Phasha, to be expelled. Phasha was suspended in December 2018 after Samwu protested against his appointment.

The union had highlighted that he was illegally appointed. He is currently suspended on full pay. The DA has written to the mayor of FTLM, Ralepane Mmamekoa, to immediately implement all the recommendations outlined by the Department for Cooperative Governance and expel Phasha.

His appointment was declared irregular by the department, said the party’s Lethabile Kgwedi.

“We can confirm that the department conducted and concluded their investigations in April 2019 pertaining to his appointment in 2017, but none of the recommendations have been implemented.

“The position was advertised in 2017 and 15 applications were received by the municipal registry. All the applications were forwarded to the human resource management department to continue with the recruitment process.

“Phasha’s application was received after the closing date and not in time for the sealing of the register for applications by the registry office,” Kgwedi told Steelburger/Lydenburg News.

According to the party, despite Phasha’s late submission, the former municipal manager (MM) Patience Busane personally submitted Phasha’s application to the human resource department, contravening the stipulations in Part B of the HR Registry Procedure Manual and section 32 of the Municipal System Act, 32 of 2000.

“It is clear that the MM abused her powers by giving an illegal instruction to insert Phasha’s application after the closing date,” added Kgwedi.

Phasha was then appointed a few days later, but he was placed on a precautionary suspension for his irregular appointment in December by the FTLM council.

“The matter was then referred to the department for further investigation and it was discovered that Phasha was indeed illegally appointed and it was recommended that corrective measures be taken against the responsible officials and disciplinary charges be instituted with immediate effect.”

Kgwedi said the former MM and the implicated officials should be held accountable for this gross display of favouritism and flouting of policies to benefit a certain individual.
