By-laws concerns Nelspruit resident

I noted in Tuesday's Lowvelder the reason for the big bash planned by Mr Robert Gumede for August 10, is his 50th birthday.

One also finds posters all over town advertising the event to be held at Nelspruit Rugby Club this coming Saturday – they proudly announce the band and the fact that the event will last from 6 to 6 (I presume therefore from 18:00 Saturday till 06:00 Sunday).
I furthermore note that the tents have been pitched and the stage have been erected. I certainly don’t look forward to Saturday night as I have been through this for many years during Innibos at Bergvlam High (at least they don’t advertise their intention this clearly – and usually stop by about midnight).
I was just wondering what happened to municipal by-laws pertaining to noise. As far as I know nobody is allowed to disturb the peace after 22:00. If so, who then gives the right to certain individuals or organisations to disturb it with the blessing of the municipality (which I presume has to approve of the event – or at least the posters)? Would the rules be the same if I decide to throw a big party at my house?
I hardly believe that. I have all the reason to believe that I would have many complaints from my neighbours and would in all probability receive a visit from the SAPS and possibly face a criminal charge or at least get a hefty fine.
My question therefore is who at the municipality or alternatively the police, has the necessary authority to exempt certain people or organisations from the rules
that apply to ordinary people? Thank goodness I stay about two kilometres uphill
from the stadium – the people residing in West Acres adjacent to the stadium
probably won’t be able to sleep at all.

We have obtained permission for posters from the council and
approval from the SAPS for the event. The joint operation committee and other
disaster management teams have been notified and will be present to ensure that
everyone’s safety and security are in order. Furthermore, unlike Innibos where
the stage is in the heart of the residential area, we have specifically designed
our stage to transmit its sound toward White River’s direction and not in the
residential area so as to minimise noise. Our offices have also made use of
the local press to communicate our plans to the community during the past month, which also includes the fact that we will make use of fireworks on Saturday night.
This annual event is not only a substantial economic injection for
the city, but also provides the community an opportunity to enjoy the
entertainment provided by internationally recognised artists, free of charge.

We sincerely hope the Nelspruit community will embrace Mr Gumede’s
invitation to join him at this wonderful occasion.
